Returns the specific inflation rate values in effect for the current epoch.
getInflationRate returns the actual inflation numbers for the current epoch: the total annual rate, the portion paid to validators, and the portion directed to the foundation. Unlike getInflationGovernor, these move a little every epoch as the schedule tapers.
Expected staking yield and current network inflation figures use this call rather than modeling the long-run schedule.
