getStakeMinimumDelegation returns the runtime-enforced floor on how small a stake delegation can be. Any DelegateStake instruction that would leave a stake account below this amount is rejected by the Stake program.
Wallets and staking UIs typically call it before submitting a delegate instruction, validating the amount client-side instead of round-tripping a doomed transaction.
