Returns the highest slot the node has seen and retransmitted shreds for.

getMaxRetransmitSlot returns the highest slot for which the node has retransmitted shreds onward through Turbine. It sits ahead of getSlot, since a node can retransmit a slot's shreds before that block is fully replayed.

getSlot reports general chain position; this call is for diagnosing shred propagation health on a specific node.
