getMaxShredInsertSlot

This is an operational signal, like getMaxRetransmitSlot, not something typical application code needs.

Notes

Comparing it against getMaxRetransmitSlot and getSlot at the same moment can pinpoint whether a struggling node's bottleneck is shred receipt, retransmission, or replay.
